The National Council for Persons with Disabilities (NCPWD) was established in December 2004 following the enactment of The Persons with Disabilities Act. (PWD) 2003.  It was gazette for commencement in June 2004 with the exclusion of sections 22, 23, 24, 35(2), 39 and 40 which make provision for adjustment of public buildings and public service vehicles, the issuing of adjustment for access to communication by television programmes and telephone services respectively.

The Council is a Semi Autonomous Government Agency (SAGA) whose parent Ministry has been Ministry of Gender and Children Affairs.  It is run by a Council currently comprised of twenty one (21) members.  The membership consists of nominees of Organizations of/for People with Disabilities, key government ministries, the office of the Attorney General, Federation of Kenya Employers, and the Central Organization of Trade Unions.  The Council is headed by a non-executive chairman.

The day-to-day activities are run by a Secretariat, currently headed by an acting Director supported by seven officers who have all been seconded from the Ministry of Gender and Children Affairs.

Kenya Prisons
The Kenya Prisons service is a department in the Office of the Vice President  & Ministry of Home Affairs. The Department is headed by the Commissioner of Prisons who is vested with powers and responsibilities for smooth administration of the department.

THE MANDATE
The Prisons Act (Cap 90), The Borstal Act Cap92 and the Public Service Commission Act (Cap 185) empower the Prisons Department to perform the following functions.

To contain offenders in humane and safe conditions in order to facilitate responsive administration of justice, rehabilitation, social reintegration and community protection
Betting Control and Licensing Board
Betting Control and Licensing Board was established by an Act of Parliament Chapter 131 Laws of Kenya of 1966. Prior to the Act, the functions of the board were being handled by the Police Department. The Board has nine sitting members and it plays a big role in changing the notion that gaming is a vice. Given the positive contributions the gaming industry makes to the economy in terms of employment and revenue generation, gaming becomes a legitimate consumer pursuit and hence the need for vigorous promotion.

The Act provides for the control and licensing of Betting and Gaming premises and the activities carried therein; for the authorization of lotteries and prize competition as well as eradication of illegal gambling.
